As Senior Vice President of Regional Operations, Justin oversees all operational activities across PENN’s Southern Region and areas of the Northeast including Main, Maryland, Massachusetts and West Virginia, as well as the company’s enterprise-wide horse racing operations and purchasing and procurement functions. He also serves as Chair of PENN’s Diversity Council, supporting initiatives that promote inclusion across the organization.

Justin began his career with Penn in 2015 as Assistant General Manager of PENN’s flagship operation in Charles Town, WV. Over the past several years, Justin has served as General Manager of Hollywood Casino Tunica, 1st Jackpot Casino, Resorts Casino in Tunica and Hollywood Casino Toledo with oversight of the Hollywood Gaming at Mahoning Valley Race Course. Prior to PENN, Justin worked as a drug discovery chemist and later drug manufacturing process supervisor for Abbott Laboratories in Chicago. Justin began his casino career at Caesars Entertainment where he held various leadership roles both nationally and internationally. He has also served as a local-chapter board member for a number of nonprofit organizations, including CHIPS (UK), Talbert House and the American Cancer Society.

Justin holds a bachelor’s degree with a concentration in chemistry and biology from Dartmouth College and an MBA from Purdue University. He is a native of New Orleans, LA.
