As Senior Vice President of Regional Operations, Rafael oversees operations across PENN’s properties in Illinois, Ohio, and Indiana, as well as Greektown Casino in Detroit. He also leads PENN’s corporate optimization initiatives, driving operational efficiency and performance improvements across the enterprise.

Over the last eight years with PENN, Rafael has served as General Manager of Zia Park Casino, Hollywood Casino Aurora, Hollywood Casino Toledo and Hollywood Gaming at Mahoning Valley Race Course.

Prior to PENN, Rafael gained over 18 years of regional and international gaming experience in finance and operations with Pinnacle Entertainment and Argosy Gaming.

Rafael holds a bachelor’s degree from Southern University and A&M College-Baton Rouge and an MBA from the University of New Orleans
